EU Releases Second €505 Million Tranche for Lebanon: Institutions, Not Just Aid

The European Commission announced on 24 September 2026 a financial support package of €505 million for Lebanon covering 2026 and 2027. The funding is the second tranche of the €1 billion package announced by Commission President Ursula von der Leyen during her visit to Beirut in May 2024; the first €500 million tranche was adopted in August 2024. #SigortaninSesi #Lebanon #EU

WHAT THE PACKAGE COVERS The funding is organised around three areas.

The first is basic services and support for the most vulnerable: education, health, social protection and water, including cash assistance for vulnerable families and people with disabilities and access to primary healthcare. It also covers durable solutions for refugees from Syria, including safe, voluntary and dignified return, while helping the Lebanese authorities gradually take over and maintain essential services.

The second is recovery, reforms and security: support for Lebanon's reform agenda, including the justice sector, oversight and regulatory bodies, parliament and human rights, alongside the security sector, border management, private sector resilience and economic recovery in conflict-affected areas.

The third is civil society and culture: organisations working on women's rights, youth, minorities and persons with disabilities, as well as initiatives promoting democratic participation, transparency and the fight against corruption, social cohesion and the protection of cultural heritage.

The announcement was made by Commissioner for the Mediterranean Dubravka Šuica in New York, on the margins of the 81st session of the United Nations General Assembly. #EUfunding

"STRENGTHENING ITS INSTITUTIONS" "With the adoption of the second €505 million tranche of our €1 billion package, we are supporting Lebanon's recovery and reforms, strengthening its institutions and security, and helping protect the most vulnerable," Šuica said.

She added that "a strong and sovereign Lebanon, with effective state institutions and the state exercising full control over its territory, is essential for lasting stability and prosperity."

THE LINE THAT MATTERS FOR THIS SECTOR One phrase in the package description deserves the attention of anyone following Lebanese finance: support for "oversight and regulatory bodies".

Insurance is not named anywhere in the announcement, and we are not suggesting otherwise. But supervision is the part of an insurance market that cannot be rebuilt by the private sector on its own. In a country where the banking system collapsed, where sovereign bonds have been in default since 2020 and where insurers' reserves sit in assets whose realisable value is unclear, the capacity of the supervisor is not an administrative detail. It decides whether a policy written today can be paid tomorrow.

That is why Sigortanın Sesi will follow three questions as the programme is implemented:

- Will any part of the support for oversight and regulatory bodies reach insurance supervision, including the staffing and data capacity of the Insurance Control Commission? - Will solvency reporting be modernised so that the value of insurers' assets, not only their premium growth, becomes visible to policyholders? - Will the "private sector resilience" component include the insurance mechanisms that businesses in conflict-affected areas need in order to restart?

Money that funds services is spent once. Money that funds supervision keeps working after it is spent. For an insurance market rebuilding trust, the second kind matters more. #Insurance #Regulation
