Statute reform at the Mediterranean brokers' federation: the presidency sits in Lebanon, two new full members
The extraordinary general assembly of FMBA met under Elias Hanna, president of LIBS of Lebanon. Four articles of the statute were amended, and Planet-CSCA of France and APROSE of Portugal were admitted as full members and joined the executive committee.
The Mediterranean Federation of Insurance Brokers (FMBA) held its extraordinary general assembly with representatives of member associations and unions from the insurance brokerage markets of the Mediterranean region. The assembly was announced on 16 September 2026.
The meeting was chaired by Elias Hanna, president of the federation and representative of LIBS of Lebanon. Members of the executive committee and representatives of the federation's full members also took part.
Participants named in the announcement include first vice-president Farid Bensaid (FNACAM, Morocco), second vice-president Ramon Mizzi (AIBA, Malta), secretary general Hafsa Iskander (FNACAM, Morocco), Dominique Sayez representing Planet-CSCA (France), Nuno Martins representing APROSE (Portugal) and Eduardo Fernández-Agüera, development coordinator of FMBA.
The assembly amended articles 14, 15, 18 and 25 of the federation's statute. According to the announcement, the aim was to strengthen the governance framework, widen the representation of full member states on the executive committee, establish a clear mechanism for filling vacancies arising during a term of office, and give the federation greater flexibility in its organisational and financial affairs.
At the same session two bodies were admitted as full members: Planet-CSCA of France and APROSE of Portugal. The announcement states that the admission strengthens the federation's geographical presence and widens the network of cooperation between insurance brokers and their professional associations across the Mediterranean.
Under the new governance framework, Dominique Sayez, representing Planet-CSCA, and Nuno Martins, representing APROSE, joined the federation's executive committee, so that France and Portugal are represented on its executive body.
The assembly also appointed Dominique Sayez as treasurer of FMBA, succeeding Sébastien Cordero, who had resigned from the post. The announcement notes that Sayez represents Planet-CSCA alone within FMBA and that, separately from his position in the federation, he currently holds the presidency of the World Federation of Insurance Intermediaries (WFII).
The assembly adopted an exceptional and final arrangement on membership dues, allowing eligible associations to settle outstanding subscriptions by 31 January 2027 at the latest.
Closing the meeting, president Elias Hanna called on all full member associations and unions, as part of the federation's strategy of broadening participation, to encourage the insurance brokers and brokerage firms affiliated to them to join FMBA as associate members. The stated aim of the initiative is to open the federation's conferences, meetings, committees and professional activities to a larger number of practitioners.
